The Association of Texas Small School Bands Region 11

Constitution and By-Laws

§1.1 Region 11 will observe all rules and guidelines established by the ATSSB State Board of Directors.

§1.2 Region 11 Bylaws may be amended at the Region 11 Fall Meeting by a simple majority of those present.

Membership

§2.1 Membership shall be limited to individuals who are considered Active or Associate members by ATSSB and whose school or associated business is geographically within Region 11. Active Membership will allow the individual to participate in Region 11 activities, the right to vote and admittance to meetings upon compliance with registration requirements. Associate Membership will allow admittance to meetings upon compliance with registration requirements and to participate in Region activities with the EXCEPTION OF voting and holding office. Associate Members cannot enter students in the Region Band.

§2.2 The membership year is September 1 through August 31.

§2.3 The ATSSB State Board of Directors establishes membership dues.

Meetings and Quorums

§3.1 The fall meeting of Region 11 ATSSB members will be in conjunction with the fall UIL/TMEA meeting.

§3.2 The spring meeting of Region 11 ATSSB members will be in conjunction with the spring UIL/TMEA meeting.

§3.3 The Region Coordinator can call additional Region Meetings with ample notice.

§3.4 Twenty percent of the active members of Region 11 present shall constitute a quorum.

  

Election of Officers

§4.1 On even numbered years, during the fall membership meeting, all eligible members of Region 11 shall elect the Region Coordinator and any other officers deemed necessary.

§4.2  A quorum must be present in order for officer elections to take place.

§4.3 Ballots will be cast by voice vote. If there is no clear majority, votes will be cast by a show of hands with the individual receiving a simple majority of the total votes cast declared the winner.

§4.4 All elected officers of Region 11 shall serve a term of two years. Term shall begin immediately upon election and shall terminate upon the election of a successor.

Officer Duties

Region Coordinator

§5.1 The Region Coordinator shall be the presiding officer at all Region 11 meetings.

§5.2 The Region Coordinator will notify all members of upcoming meetings.

§5.3 The Region Coordinator shall have the power to appoint committees and members to committees, and is an ex-officio member of all committees.

§5.4 The Region Coordinator will oversee all All-Region Band auditions in matters such as dates, sites and hosts.

§5.5 The Region Coordinator will provide all member schools with a copy of the audition requirements for the Junior High All-Region Band.

§5.6 The Region Coordinator will collect and certify all Region Band entries and pass on these entries to the Region Administrator.

§5.7 The Region Coordinator, or his proxy, will attend and preside as contest director at all Region Band auditions and will enforce all the Region by-laws as well as all rules and guidelines as established by the ATSSB State Board of Directors.

§5.8 The Region Coordinator will collect the results of Region Band auditions and pass on the results to the Region membership and required ATSSB officials.

§5.9 The Region Coordinator will certify all qualified Region Band Members to Area auditions.

§5.10 The Region Coordinator will provide sufficient judges from Region 11 to Area auditions.

§5.11 The Region Coordinator, with input from the Region, will secure Region Band clinicians.

§5.12 The Region Band clinicians will select literature for each group with the assistance of the Region Coordinator.

§5.13 The Region Coordinator will oversee all ATSSB All-Region clinics in matters such as dates, sites and hosts.

§5.14 The Region Coordinator or his proxy will preside as Master of Ceremonies at the All-Region concerts.

§5.15 The Region Coordinator will oversee program preparations for the All-Region Concerts.

§5.16 The Region Coordinator may arrange for t-shirt, plaque and recording sales for the All-Region bands.

§5.17 The Region Coordinator will oversee OPS (Outstanding Performance Series) judging in all matters regarding date, time and site

§5.18 The Region Coordinator will fulfill the duties assigned by ATSSB as a part of the OPS.

§5.19 The Region Coordinator will present to the Region membership at each Fall and Spring Meeting, a financial statement outlining the Region’s financial collections and expenditures that have occurred since the previous report.

Region Band Organizer (assigned by the Region Coordinator)

§6.1 The Region Band Organizer will provide a seating chart to the site host.

§6.2 The Region Band Organizer may arrange for the purchase of music with Region funds for use by the Region Bands.

§6.3 The Region Band Organizer will prepare music folders to distribute at the end of auditions.

§6.4 The Region Band Organizer will organize the securing of all needed percussion equipment.

Region Administrator (assigned by the Region Coordinator)

§7.1 The Region Administrator will organize and enter all certified entries into the audition software provided by ATSSB.

§7.2 The Region Administrator will print all required forms and prepare judges packets for Region Band auditions.

§7.3 The Region Administrator will organize and run a tabulation room using the guidelines established by the ATSSB in their Region Audition Guidelines for each Region Band Audition.

§7.4 The Region Administrator will post Region Band audition results in a highly visible location at the contest site as the results become available.

§7.5 The Region Administrator will deliver the results of the Region Band audition to the Region Coordinator, at the end of each audition.

§7.6 The Region Administrator will make available for observation purposes all Region Band audition scoring materials to ATSSB members with students entered in the event.

 All-Region Band Auditions

§8.1 Region 11 will hold High School and Junior High Region Band auditions and may hold All-Region Jazz Band auditions.

§8.2 Audition dates and site selections for all Region Band auditions will be decided by the active membership at the Region 11 annual spring meeting.

§8.3 Auditions will be conducted using the guidelines established by ATSSB in their Region Audition Procedures.

§8.4 Participation in the All-Region Bands is limited to eligible schools as determined by the ATSSB. Head directors at eligible schools, whether junior high or high school, must be current active members of the Association of Texas Small School Bands and the Texas Music Educators Association. In order to participate, students must be eligible according to University Interscholastic League standards. The High School Region Band may be comprised of students in grades 6-12. The Junior High All-Region Band may be comprised of students in grades 6-8. The All-Region Jazz Band may be comprised of students in grades 8-12.

§8.5 All-Region Band entries will be submitted online through the TMEA website. Deadline for entry will be 21 days prior to the audition. All entries are final. Late entries will not be accepted. In order for entries to be certified, the Contest Summary Page and the TMEA Audition Process Cover Sheet must be received by the Region Coordinator no less than 7 days prior to the audition. Copies of current ATSSB and TMEA membership cards must be on file with the Region Coordinator in order for that school’s entries to be certified. All entries must be certified at least 7 days prior to the audition. All entry fees must be paid prior to the audition. The amount of the entry fee will be voted upon at the Region’s Fall Region Meeting by a voice vote. If there is no clear majority, votes will be cast by a show of hands with the proposed amount receiving a simple majority of the total votes cast declared the winner.

§8.6 Each entry will include the student’s name, instrument and grade in school. If a student is auditioning on more than one instrument, each instrument on which the student auditions will be counted as a separate entry,

§8.7 Each school’s director or qualified proxy must be present a the audition to judge, monitor or serve in any capacity designated by the Region Coordinator.

§8.8 Auditions will use five-member judging panels. The Region Coordinator does, at his discretion, have the right to petition the ATSSB State Board to use three-member panels for junior high auditions. The Region Coordinator will use discretion and place qualified personnel on judging panels.

§8.9 Required music for the High School Region Band audition will be the 1st half of each etude and all scales listed in the ATSSB Prescribed Audition List (PAL). The ATSSB newsletter is the official source of errata for the PAL.

§8.10 The Junior High audition music for Region 11 is available from the Region Coordinator. (At this time, Region 11 has not adopted the Recommended List posted on the ATSSB website.)

§8.11 The Region Jazz Band audition music will be the ATSSB All-State Jazz Ensemble Music selected for the current year. The ATSSB newsletter is the official source of errata.

§8.12 Audition materials will available for inspection by directors for up to thirty minutes after the conclusion of the entire audition. All results will be considered final at the conclusion of this inspection period.

§8.13 The instrumentation of the Region Bands is:

§8.14 If available, certified auditioners will fill all All-Region Band chairs.

§8.15 All-Region Band members designated as alternates that attend rehearsals and the performance will receive an All-Region Band patch.

All-Region Band Clinics and Concerts

§9.1 The Region Band Coordinator will call upon an alternate to perform in the All-Region Band if a chaired member is unable to attend the clinic and concert. Only students officially awarded chairs or alternate status may perform with the All-Region Band.

§9.2 In order to participate in the Region Band clinics and concerts, all All-Region Band members must submit before the Region Band’s 1st clinic, a Region XI permission form.

§9.3 All Region Band Members must be in attendance at all rehearsals. The Region Coordinator must approve any absences in advance. Region Band members will be asked to leave if disruptive during rehearsals or performances and will forfeit their Region Band patch.

§9.4 Performance attire is the school’s concert band uniform. If the school has no uniform, then dress clothes are appropriate attire.
